Chief Minister provides suggestions for rapid progress

Chief Minister Dr. Raman Singh today participated in a high-level meeting of Naxalites affected States presided over by Union Home Minister Mr. Rajnath Singh in New Delhi. The meeting observed two-minute silence in remembrance of the jawans killed in Sukma recently. Top officials of the Union Government, Chief Secretaries of various states, Director Generals of Police, Collectors and Superintendents of Police from Left-wing Extremism hit districts and several senior officers were present at the meeting.
Dr. Raman Singh called upon the Union Government for additional assistance for security and development in the Naxalites affected regions of the State. He said that the State Government had laid down 225 kilometer of roads in the year 2016 which in itself is a record of sorts. Chief Minister said that Prime Minister Mr. Narendra Modi and Union Home Minister Mr. Rajnath Singh are determined to end the Left-Wing Extremism in Chhattisgarh and he hoped that the violence will come to an end soon. He gave several crucial suggestions to the Central Government. He stressed upon the need to use modern technology extensively and crush the movement.
Chief Minister thanked the Prime Minister and Home Minister for sanctioning four RI Battalions in Bastar and added that three thousand youth had been appointed. Seventy-five per cent youth are from Bastar itself. C.R.P.F. also recruited 743 youth for the purpose of Bastar Battalion. The five battalions will change the landscape in Sukma and Bijapur soon.
Special Bastar Development Project needed
Dr. Raman Singh stressed upon the need for Special Bastar Development Project which will help in extending connectivity and rapid development paradigm. It will create positive impact on the masses. He called upon the need for Rs 50 crore special funds for the Naxalites affected districts which will help in providing basic amenities to the remote regions.
Unified Command at District-level
Chief Minister Dr. Raman Singh suggested the constitution of Unified Command at the District-level on the pattern State-level Unified Command. Superintendent of Police should head the Command in which State and Central forces are a part of it. Joint training of the Central forces- BSF- State Police should be conducted for close co-ordination. It can be done at Sukma, Bijapur and Kanker as early as possible. He called upon for a campaign against Maoists in their dens in Sukma and other districts. There is a need for laying of roads in Sukma and Bijapur districts. Roads ensure development. Continuous laying of roads points out that there is development in the region. Citizens are associated with State Government's development agenda and Naxalites are slowly losing grip over the masses. Naxalites are frustrated and retaliating in a venomous manner. There is a need for evolving new strategies and rapid laying of roads.
Additional 121 Mobile towers demanded
Dr. Raman Singh added that roads , communications and other basic infrastructure facilities are meant not only for the benefit of masses but also they help in fighting Left-wing Extremism. The Central Government had installed 126 BSNL towers in the Naxalites affected district which is in itself remarkable. The Telecom Department had sanctioned additional 35 towers. There is a need for additional 121 mobile towers and there is a need for increasing the capacity of 2 MBPS. Chief Minister added that Telecom connectivity helps in development and security. The coverage area in Bastar is 19 per cent and only 18 per cent residences have mobile phones.
Proposal of Rs 160 crore for optical fibre cables in four districts
Dr Raman Singh said- Considering this, Chhattisgarh Government had sent proposal to Central Government for laying of 2957 km long Bharat Net optical fibre cable in Dantewada, Sukma, Bijapur and Narayanpur districts. To facilitate telecom coverage in the villages of population more than 200 in these four districtsm installation of 274 additional mobile towers is required, which will cost nearly Rs 82 crore.
Three new Akashwani Centres Approved
Proposal of Kendra Vidyalay in Kondagaon given to Central Governemnt
Chief Minister said in the meeting that three akashwani centres have been approved for three districts Narayanpur, Bijapur and Dantewada. He thanked Prime Minister and Union Home Minister for this. Dr Singh informed in the meeting that state government has earmarked land for these centres. He also demanded MM transmitter of Akashwani in Kanker. Dr Singh said- Airport in Jagdalpur headquarters of Bastar Division is also under-construction. He expressed hope that the construction will be completed soon and Civil Aviation Ministry will give permission for its use. Dr Raman Singh requested approval for opening new kendriy vidyalay in Kondagaon.
Dallirajhara-Raoghat Rail Project
Mentioning about Dallirajhara Raoghat Rail Route Project, Dr Raman Singh said that Railway has promised to build this rail line till Bhanupratappur by December 2017. Dr Singh requested for support from Centre to complete this project sooner.
Eligibility of Beneficiaries of Ujjwala Yojana in Naxal areas to receive kerosene supply should continue
He said- Chhattisgarh Government is successfully implementing Pradhan Mantri Ujjwala Yojana. This scheme was started nearly 10 months back, and till date nearly 11 lakh domestic gas connections have been distributed. Including this, State has the target of distributing gas connections under Ujjwala Yojana in three years. In eight naxal-affected districts, one lakh 80 thousand connections have been distributed against the target of six lakh 61 thousand. He said- earlier people of naxal-affected district had a doubt tha availing Ujjwala scheme may take away their eligibility for receiving kerosene supply. Dr Raman Singh requested Central Government to continue the eligibility of Ujjwala yojana beneficiaries in such districts and scheduled areas to avail the kerosene supply under Public Distribution System.
He said- 50 distributors have been approved for distribution of gas connections under Pradhan Mantri Ujjwala Yojana in naxal-affected districts and internal areas. In the second phase, appointment of 92 distributors is proposed but only 48 places have been approved. Dr Singh requested approval for remaining places soon.
Dr Singh request centre to solve the problem of lack of cash in banks of state soon
Talking about the shortage of Rs 500 and Rs 2000 currency notes in some of banks of Chhattisgarh, Chief Minister said that daily cash balance of Rs 1500 crores in banks has come down to Rs 900-1000 crore. This has led to unavailability of cash in ATM, causing inconvenience to common people and farmers. Dr Singh requested to solve this problem soon. Dr Singh said- RBI can extend support to banks of Chhattisgarh through their regional offices.
Chief Minister said- Chhattisgarh state has inherited the problem of naxalism due to historical reasons. People leaving in remote tribal areas of state have got affected by this the most. We are acting on the strategy of security and development, but naxalites have obstructed development to make lives of villagers more difficult, which we strongly condemn.
